In the past Johns sometimes seemed to use SBP as an avatar to directly address certain elements of real world fandom. It's been a few years so perhaps Johns has something to get off his chest.

Prime's Back now because Snyder broke the source wall and ever since all he's gotten is "Where's Superboy Prime?", during a Reddit AMA he confirmed Prime-Related things in development for 2019, later he confirmed those for 2020 due to delays- Prime's role in Shazam is likely just the beginning with Snyder's Crisis on the way

I doubt it- Superboy Prime is a Self Insert for angry fans. He voices issues with the way DC is, it's hard to do that as a Hero. He's more likely to meet the Batman Who Laughs and provide a 4th Side in Crisis 2020.
