Hill just stated on Twitter the run was suppose to be 12 issues.
However he added this....

The DC Gods giveth, and the DC Gods taketh away, LOL.
It's just the way it works in big two comics, but it allows me to step away from monthly superhero books, and focus on original works, mini-series, and Film/TV projects.
I was never long for the monthly world.

I'm not going to say I'm unhappy about the cancellation of BATMAN AND THE OUTSIDERS, but I'm not going to gloat about it either.
I will say that, as always, I would be available to write an ongoing BLACK LIGHTNING series that is faithful to the character's core values as seen in BLACK LIGHTNING: COLD DEAD HANDS and the wondrous BLACK LIGHTNING TV series.
I'm not going to make any further comments about the title outside of my blog.
I hate to feel this way about the creator but I wouldn't lose a wink of sleep if Isabella never touched the Black Lightning character again. it was a great idea but I don't think he's really the right guy to push the character forward. Cold Dead Hands was what clenched it for me.

I think the worst part of Cold Dead Hands was the fact that I was never able to tell if I was supposed to have read troves of BL comics prior to it or not. Like... what the hell happened in this book with aliens and lasers and feys ?
Dang. DC is ending this and Odyssey. My pull list is smaller. I hope Katana ends up somewhere in November.
Pulls:
Coffin: La Muerta, Lady Death, Hellwitch. Valiant: Shadowman. DC: Poison Ivy.

Because of New 52-you couldn't go back to the original run. All we had was the run Jefferson had with Blue Devil in DC Universe.
Part of that I blame on the editor. Who was the same editor that did no justice for Static and Cyborg and Katana's solos. There is a reason he's not there anymore.Urgh... I'd rather take limbo for BL than Cold Dead Hands v 2.0....
And yeah I rather have Jefferson in Limbo than Cold Hands 2.0.
Tony needs to do what the Image and Milestone guys did-make you own stuff. Even Peter David made Supergirl into an Image comic without using her name or look.
Because the story he wants to tell-can't be told at DC.
I think the best thing Isabella can do is take a step back and boost up new writers who are going to continue Jeff's story. In a creative universe where thousands of hands touch a character, trying to limit them to just your take endures they never go anywhere.
I'm all for Jeff to run his own Outsiders team with Katana and maybe even develop their interpersonal relationship. I'm also super down for him to act as a mentor to a team of young heroes similar to what Deathstroke was doing-- except for Jeff being an educator by trade, excellent role model and great person to learn from.
a silver lining, I've seen nothing but shock and kind words about the cancellation. despite my frustration this was a solid run and I'm glad this creative team were able to produce such a well received title. I hope DC takes the hint and reboots this title as simply "The Outsiders" with this same roster (sans Batman but keep Shive) with a new creative ream. seeing Duke, Sofia, Shiva, Jeff, Tatsu, and Cass developing as a would restore my faith in DC...marginally at least. my big want now is for Duke to at least get his light powers back by the end.

I actually don't want Duke on the Outsiders, I kind of prefer he splits and goes off to form a new Teen Titans lineup. Get rid of a proper Robin and let him start it up on his own as the Robin stand-in. By doing so, he gets to have his own book and the Teen Titans will bring enough eyes to the book.
I'm also sick to death of Robins being the smart guy on the Titans and always leading, so I'd like if the Bat character is more of a power/charisma based hero that gets by more on his abilities than gadgets. Make him his own thing. I don't know a lot about Duke, but nothing currently seems to have worked to really sell him to the general audience so I'm of the mind "go big or broke." Let Duke have his chance to shine or burn out, but absolutely go all-in. I know they won't because DC sees the Teen Titans as Robin's team, but still.
Isabella annoys the living sh@t out of me. Cold Dead Hands was utter trash and then to spit on Anissa and Jen by making them his cousins? BLEH
I agree with him and Batman's overexposure but to constantly act like his BL was the best when it wasn't is hilarious.
I actually don't mind Duke on Outsiders, I like the idea of him forgoing the usually junior league route most young heroes follow and going pro on one of the higher profile (in-universe) teams. Although I do like the idea of him on Teen Titans as the resident Gothamite hero and would definitely prefer that if he got to lead it; I mean he does have significantly more experience as an effective leader than Damian did when he took over . however, I'm only down if he were the leader and DC has a strict hierarchy that they think they have to uphold. I wouldn't want him joining up just for Damian to come back and he gets screwed over for it. Duke should be about 18 now, if Outsiders isn't in the cards I think a good move would be to send him and Cass to the Titans and start them on their path to Justice League status.
