To be more specific, since their last fight Izuku has learned how to utilise One For All more efficiently so that he can casually move around at super human speed while unleashing smashes at up to 20% power (compari to 8% that almost overwhelmed Bakugo previously).

He's also added gadgets that allowed him to shoot out air bullets with enough force to launch him into the air. They're not really meant to do tons of damage, but they can distract opponents and throw off their momentum.

And he's also got Black Whip, which gives him tons more range and mobility, and a way to restrain opponents long enough to smash them.

Bakugo is still dangerous with his natural and refined skills and adaptability. But Izuku has grown a lot, and in the arena Izuku wouldn't exactly be afraid to unleash a 100% Smash to pulverise Bakugo.
