I do not know pre-crisis Dr Fate save by reputation (ridiculously OP)...The Norse gods were top of the heap in the 60's at marvel, and declined ever after for the duration of the 616 (more or less). W/O context, and assuming early(or peak) Loki gets to plan, plot, use minions & cat's paws, and pick up additional magic or artifacts to use, ie his modus operadi; I'll say Fate 9/10.
Scratch that, pre-Crisis DC anything looses by default, for being impossibly awful. Loki 10/10
It's ok, PC Kent Nelson will surely use only the appropriate amount of force against a much weaker foe. Throwing the planet loki is on into a blackhole should be a good start.
Hey. Hey man. Are you suggesting PC Kent Nelson ever used some measure of force let's say, ridiculously beyond the degree needed to solve a given problem, perhaps even repeatedly used such to ludicrous degrees?
Because he'll politely send a well worded message to you to express his disagreement to suggestions like that.

As to the rumble, Dr. Fate would do something like take the DC Universe and transform it into a hot knife. Then, in order to get Loki, he would take the Marvel Universe and transform it into warm butter. The rest is obvious and really too horrible to describe. Or maybe he would just turn Loki into a mosquito and himself into a flame thrower in a room filled with flammable objects.
Power with Girl is better.
