Persuaders' Atomic Axe has been touted as being able to cut anything. Is there a hero or villain that the Axe wouldn't cut?

Which version of the Persuader? There have been a lot.
cuts through all of them, but 6 & 7 do not care about it much, if at all (SS & Galactus). It is MUCH easier to go with characters that he cuts through, but being cut doesn't do anything; such as Sandman, Man-Thing or Hydroman (marvel), or Clayface, Swamp Thing, Metamorpho as gas, etc (DC). Notice they aren't nearly as powerful as one's you already went over.

Galactus is harder than solid inertron? Has anything ever injured Galactus that wouldn't harm inertron?
I would've though Galactus gets cut... and a wave of annihilatingly hot cosmic plasma spills forth from the wound as Galactus screams and people's eardrums burst. Or something.
Whatever. A mortal man cutting open Galactus can't end well.
Generally, Galactus and his ilk can have their physical shells damaged to no actual consequence. Beta Ray Bill managed to put a small crack in Galactus's helmet once. Thor once cracked Exitar's shell a bit. The Odin Sword was used to cut off a Celestial's arm by the amped Destroyer, and Thor threw the sword through a Celestial's chest.
In all of these cases, the cosmic being experienced no pain, discomfort, or inconvenience. The Celestials repaired their damage with a thought, and Galactus didn't even bother. I expect the axe to have a similar effect. Marvel comics function on more than just a physical level.
Edit: I suppose you could argue that some versions of the axe do as well. Cutting the soul self, or cutting gravity to make someone float. But I still lean towards it just cutting through and doing no actual damage.
