Assuming this information is correct, the fastest speed skater can go about 54.40 km/h. Skates move fast over ice, but there is still some friction. It is possible that Iceman might be able to move even faster than that.
By comparison, fastest runner ran at a speed of about 44.72 km/h.
My guess is that using the ice ramp did allow him to travel faster than he might have if he had to run the distance.

The ramps offered more mobility options, even aside from speed. Rather than going around obstacles, he could just go over.
I think that the ramps built up speed more like a roller coaster than anything else. Use an ice pillar to gain height, then a relatively steep slope to gain speed, then a mostly level length until he needed to stop or gain more height.
