Since the whole Stamford stigma, I've always thought that the best way to revamp the team is to change the team's name. You can keep any variation of Speedball, Thrasher, Justice, Nita, Firestar, Rage, and Silhouette, and you can even add new members. And while the team started out as a fun-loving group, you'd need to give them the chance to notice that they're all growing up.
Well, they certainly aren't NEW any more. And Speedball certainly has grown up. In Outlawed, when arresting Snowguard and Locust, he told them he knows it stings, but they'll thank him later. Presumably, he's referring to his stint as Penance. Robbie hasn't been the same since then.

My god Marvel just never learns. It is time for a new Scourge to show up but this time instead of villains he is killing off all these horrible new teen characters created in the the last 15 years.
