Green Lantern (Hal and John rotating)
Flash (Barry and Wally rotating)

Martian Manhunter
Starman (Will Payton)
Mera
Black Lightning
Vixen
Zatanna

Powerful, experienced, capable, diverse enough to handle any threat Alien, Magical, Domestic or otherwise, and not a sausage fest.

I could honestly second you’re roster picks. It honestly varies though for me. If it’s a movie I honestly don’t mind setting up the JL with the same roster as The New52, Comics? Roster can vary. Video game? Have all the essential big names. Animated? Mixture of classic and new/smaller names

A large roster with a core group.
Like All-Star Squadron or Justice League Unlimited.

Otherwise, a line-up of nine members with at least four of them not having their own titles so they can have personal subplots like working and relationships outside of their costumes.

I wouldn’t mind seeing the return of the year one line up.
Hal, Barry, Aquaman, J’onn, and Dinah.

Characters could rotate in and out; Oliver, Wally, other GLs, Ms. Martian, Mera, could all stop by to interact w. the team.
I’d definitely scale back the size of the stories. There’s only so many times any team can face a multiverse level threat and not have it be redundant/boring.
I can’t recall the last time the JLA just fought some earth based villains doing earth based villain stuff.
