    But seriously, these are basically the same thing. Like Action Comics 1000, Superman 19 is in its way a millstone issue, and that page is just DC stepping out of the story for a moment and celebrating the occasion with what is basically a wallpaper, and that happens to include one of their most popular IPs.

    The canonicity of that story was debatable at best.

    Funny enough given the history Jurgens had with Deathstroke that actually makes sense where Harley was a little more random then to now. Ah well. These comics always have the weirdest huge group shots, especially when one character becomes extremely notable.

    I'm with Superlad on this.

    Yeah it's weird to have Harls and Slade there. Even if Harley has had her federal record purged thanks to her time in the Squad she wouldn't be at this gathering (and she still has warrants on the state level last I knew too), and if Deathstroke showed up everyone would attack him without asking questions.

    But they're popular characters and this moment is about DC more than it's about the continuity, so they get to be in a group shot. It doesn't make any sense but it's not supposed to, it's just a splash page saying "look at all our popular characters!" You can't take it for anything more than that.
