Noelle has demonstrated more variety in her water magic than Juvia, and probably a bit more raw oomph to it as well.

But Juvia does have the important ability of turning into a water elemental, and she has feats for countering other people's water control.

I'd give the edge to Juvia mainly since I don't see how Noelle is going to hurt her.
