Reading through the first volume of the Ordway series, Captain Nazi is one for Freddy. Haven’t read it all but Madame Libertine seems to be setup as one for Mary.

Not really villains but there was also their counterparts when Adam has his own family pre-Flashpoint.

Freddy had villians such as Captain Nazi, Sivana Jr, The Acrobat, Sabbac, and etc

I kinda feel the same way about Mary's anime short skirt going on there, which I think Supergirl also had something like at the time.

The shortness of the skirt I blame on the artist. The costume itself is fine. To be honest, it's drawn as more of a belt than a skirt in this image... But the evil Mary costume, any way you draw it, that's a dominatrix outfit.

To be fair I think in that particular image it's much shorter than it was depicted as in other comics, although I wouldn't say it was that much longer than Post-Crisis Kara's mini-skirt (though admittedly she wore shorts under there).
