It took me a second. Looks like the classic Prankster face with the new school skinny body. I can't remember more than a very small cameo in some story last.

Art looks like a cross between Allred and Chris Sprouse.

I would have said Frank Quitely and Farel Dalrymple. But they're all favorable comparisons anyway.

Is the guy in the green suit supposed to be Prankster? When was the last time we saw him?

Yep that’s Prankster. He showed up in the DC Holiday Special written by Kurt Busiek. Willamson seems to like obscure Superman villains, he’s going to be using Ultra-Humanite who hasn’t shown up since Earth 2 I think.
