Definitely like the idea of a dual health meter for a new Superman video game.

Twin health meters, omnipresent throughout the game: one for Superman's physical health and one for his morale health. Physical health meter works like normal. Morale health meter works like this: if any innocent civilians get injured, his morale meter goes down. Any civilians get killed, his morale meter goes to zero and game over.

You'd probably have to power down Superman. Have a sort of "energy meter" which depletes every time Superman uses one of his powers. So, depending on how hard Superman hits an opponent (just to knock them down or send them flying across the continent), an appropriate amount of energy will be used. Same goes for Superman's speed. He can go into blitz mode, at which point energy will be depleted very fast, or just move at the speed of an average car. Same goes for other powers, like heat vision and freeze breath. Make powers like X-Ray vision and infrared vision and flight be sort of "passive" powers, which do not require energy. As opposed to "active" powers which use up energy. Energy will be regenerated over time, depending on Superman's proximity to sunlight, and the absence of things like kryptonite, red sun radiation, etc. Also have a sort of "shield" meter, which represents Superman's level of invulnerability. Every time he gets hit, his "shield" meter goes down by a certain amount. Note that this only applies to actually powerful hits that can hurt him. Bullets will do nothing to deplete his "shield" meter. Once the "shield" meter is down to zero, Superman is effectively human, and can be killed very easily, unless he finds a place to hide and regenerate, which again, will depend of Superman's proximity to sunlight and absence of harmful agents. Also, have Superman show signs of damage at this point, by having him bloody, stumbling a bit, ragged breaths and maybe a slightly reddish player screen, just to add to the effect.

Alternatively, just have the "shield" and "energy" meters be the same, but I haven't thought it through yet.

With all due respect, the morale meter idea sounds terrible. I don't think Superman is the type to quit just because a single civilian was killed in the process of his mission. He will fight and persevere until the bitter end.

No offense taken, but you're missing the point of morale meter: it's not supposed to be easy to be Superman. Superman is the Apex Superhero, held to the highest standard there is. Your job as Superman is to save EVERYONE in danger that you come across. You do not kill, even by accident. So if even one civilian dies (not just get injured, but actually "ceases to live") as the direct result of Superman's action or inaction in the course of gameplay, then the gamer hasn't done their job well enough to continue (also, Superman's super-speed would essential act as a bullet-time / time slowing effect, allowing you a fair shot at saving everyone in danger).

I don't think Superman is the type to quit just because a single civilian was killed in the process of his mission. He will fight and persevere until the bitter end.
Superman is not the type to just say "oh well, stuff happens" when someone dies in the process of his mission and just move on. He will do everything in his power to prevent innocent people from dying in the course of his battle. This is why MAN OF STEEL felt so reckless as a Superman story (still loved it, but it's far from an ideal Superman movie).

Ogre Battle series had a reputation meter. You only get the good ending if you maintain a high reputation, and part of that comes from successfully defending the towns you liberate. That could easily be put into a Superman game, but like for Ogre Battle, it affects your ability to get a good ending as opposed to your ability to win the game.

My only frustration with talking about Superman games is when some fans think just because Arkham games are awesome, then a similarly-great Superman game is easily achievable. Obviously, Superman is not Batman, so such an assumption seems misguided, at least to me. Rather, I tend to believe if a great game is so easy to make, it would've been done by now. Remember, the first Arkham game came out five years ago, so it's not like the supposed magic formula to make a great Superman game was just recently discovered.

EDIT: Regarding a morale meter, remember that in Arkham, there's the objective of beating a mission, and then there's a secondary objective of beating it skillfully, so that could also be taken into account for making a Superman game.

They kind of had something similar in the Superman Returns video game, they had a separate meter for city damage

No offense, but that could be problematic. Like I said, a lot of gamers hate escort missions, they don't want to baby sit a bunch of AI characters all the time. You can have some escort missions, here and there, but having the whole game be an escort mission can be very frustrating, because you are relying on an AI character not to get themselves killed, instead of relying on your own skills to win the game.

The thing is a Superman game cannot just be aimed at Superman fans, it has to have things that appeal to average the gamer.

None taken. In my mind, the epic Superman game wouldn't be an escort mission, there'd be a main mission and civilians might pop up here and there and when they do, you have to get them to safety (you know, acting the part of a superhero and saving lives and such) before continuing. But mostly it should be about surviving and stopping your enemies.

What about an all-Superverse fighting game, then? Similar to style to the STREET FIGHTER and MORTAL KOMBAT franchises?

OK, let's map this out. We'll call it GODS AMONG US ... no, wait, we'll call it SUPERMAN VS EVERYONE .... ok, there is no good title I can think of right now.

    Playable Characters:

    1. Superman
    2. Supergirl
    3. Superboy
    4. Steel
    5. Bizarro
    6. Metallo
    7. Livewire
    8. Parasite

    Boss Characters:

    9. Ursa/Faora
    10. Zod
    11. Brainiac
    12. Lex Luthor

    Unlockable Boss Characters:

    13. Doomsday

    Unlockable Playable Characters:

    14. Power Girl
    15. Mon-El
    16. Val-Zod

I'd really like this to be more in the sprite-animation style of STREET FIGHTER and (esp) MARVEL vs CAPCOM, but I get that WB/DCE has a deal with Netherrealm based on INJUSTICE, so it would probably look more like that game.

A Super-verse fighting game might be a lot of fun, I'd certainly be willing to check it out. But I feel like DC has bad luck with that sort of thing; DC vs. Mortal Kombat wasnt well received, and Injustice (DC's best fighting game to date) seems to get average reviews.

Plus, you'd be missing out on the open world exploration aspect.

A good animated show and a video game in the quality of the Arkham games!
Superman deserves a good game capable of making us forget that pixelized nightmare known as Superman 64.
