Default Hulk (2003) vs Ralph (Wolf from Rampage movie)

This takes place either the in woods or the city.

That 2003 Hulk movie held back a lot on destruction.

I'll go with Hulk on this one, he has more durability and quick healing, plus the madder he gets the larger he becomes.

Gamma powered mutant dogs that got killed, and injuries inflicted by them healed completely.

You seem really caught up on this.

Superman gets hurt by other class 100 foes. That doesn't mean we start saying he's going to get hurt by a liquor-store-robber carrying a shotgun.

Those mutant dogs were basically dog Hulks. It's not at all surprising that they were capable of hurting a man Hulk. Normal dogs will hurt a normal man just fine, after all.

There is no excuse or way for Hulk to lose here. Ralph may have size, but nothing else. Hulk gets mad enough to tear his head off or snap neck/spine. That should do it, or yank his head off.
