I'm leaning towards this being really Charles and him just expecting Krakoa to be a zoo. We'll find out that he is the real leader of several prohuman groups and he's been herding mutants to Krakoa.

Not a mistake because the original draft had members who couldn’t be there and had to be fixed before release. Either way, they resurrected Xavier in the next issue.
