    Star Butterly tends to fear clowns while Pennywise may show up as the Deadlights.

    Wasn't her response to fear, or even mild startling, to magic-nuke it? So if Pennywise CAN be beat by magic, I'm guessing going "I'm an evil clown that you fear!" is his WORSE strategy.
