The Enchantress always seems underused to me.

She should be giving the Emma Frost treatment/respect.

If we're talking low-wattage characters, I was always fond of Batroc. More capable that he'd seem, and he actually has a sense of honor (aside from the lying, cheating, stealing mercenary side of him).

This. Batroc is the ultimate Marvel B villain. And he's so much fun!
