The laws that he can’t have clones or clones of clones which allow him to further improve upon himself. And do you really think the scene would be framed in the way that it was if what he is up to was kosher? How can you look at that scene and say he’s doing absolutely nothing wrong? You can’t criticize others means of debate when you yourself willingly ignore the context of the very scene that is being shown to you simply to say that it fits your narrative.
The whole “Chimera” deal really won’t come as a shock to Moira, Xavier, or Magneto. They’ve all seen/experienced Moira’s Ninth Life and already recognize the new mutant Sinister as the first Chimera.
That is referring the resurrection protocols as he says himself that the rules don't forbid creating "new from old". So the chimeras if that is what he is making are not against Krakoan laws. Even more it appears Sinister specifically is making them because they don't break the law.
And his statement about how he notices their laws leave a little air between the fingers, space where he can play flat out show that he’s abusing a loophole in the system. Loophole abuses tend to not be altruistic in their intent especially with the fact that they do something deplorable but would phrase it as technically legal due to lack of oversight.

The majority of us pro-Krakoans are fully aware that there are wolves in the hen-house. And we fully expect things to go south...on many levels, because 1: We know of what these wolves are capable. 2: The fall-out/turning has been hinted at in several books...with Sebastian making his decisive move, 3: It is making for very exciting, interesting and unpredictable story-telling.
I don't think anyone reading and fully enjoying HiX-Man's X-books believe that what he's going for is Shangri-La perfection, when it shown and expected and appreciated that it is in fact and indeed, otherwise.
