"Omega level" got tossed around a lot in the last decade or two, but Hickman wiped that clean and now there's only the set list.
But I agree, as it stands, under his normal/full potential, Franklin is easily #1. Creating multiple entire universes from nothing(although wasn't Molecule Man helping him or something?) is just beyond what even the other reality warpers like Jaime or Proteus have done.

I think it was something like:
Molecule Man power
Franklin imagination (which is part of his power)
Reed focus
But yes, he has proven to be able to create pocket universes like Heroes Reborn by himself, at his best he is far superior to Proteus and Monarch.
The problem is that right now with the plot of "his powers run out" of Slott, it seems reduced to something like Silver Surfer tier. Incredibly powerful but not SO MUCH.
What I don't understand is how are both Quire and Jean Omega level telepaths if being Omega means no one is better at your skill than you? Hickman didn't even bother to put some qualifier like he did for the various reality warpers.

Reality manipulators are the most powerful. I'd put Vulcan close to them since he could virtually manipulate anything too and he has great feats.
If it was a battle, I'd say the telepaths could close it pretty soon.
