I'd say Jamie Braddock and Legion are the most powerful. Reality warping is just a more OP ability than magnetism, weather manipulation, or telepathy, and is pretty much a catch-all so they should be able to do anything any other Omega can do.
Facts. Jamie just birth a freaking space station. Only Franklyn has done something greater by creating universes (which I hated). He is literally "God" to untold number of beings, as seen in Slott's FF. I mean, isn't his Earth still orbiting on the other side of the Sun?
I think that Franklyn will be known as a mutant again once his powers come back. For some reason I don't think his current status quo (non-mutant) won't last as long as the Maximoff twins.
No. Most, if not all, of the universes he created was destroyed by the Griever, embodiment of entropy, who just so happens to be a different version of entropy from Peter David's Captain Marvel - a much better looking version that actually looked like a cosmic abstract instead of looking like some evil queen form an anime.
