Jumbo died after Genosha so if they are using a chronological order it would not be so complicated but yes, it is implied that Emma pushed for him to resurrect as soon as possible.

Obviously the system is not perfect, just like Magneto and Xavier manipulate it with the precog mutants.

We know that if you die on an official mission of the X-Men or X-Force, they put you first in queue (As in HOX) and if you are a member of the Council, too.

Everything is really a matter of "Who deserves to be resurrected first." It would not be fair for Genosha dead mutants that their resurrection be delayed by "whims." Krakoa can't reward suicides like that.

Eventually, when there are no millions of dead mutants, other criteria may be used. Right now the Five are a resource whose use is limited because they have a lot of work ahead.

Makes a lot of sense. Also the idea of if a person has become used to be "human" since being de-powered. They can easily choose that life but if they truly want to be a mutant again, it has to be shown.

This is also a nice blanket explanation for some characters being and staying MIA. For example if we don't ever see Wind Dancer again, it's easy to conclude that she didn't want to participate in the crucible.

I think fashion goes hand in hand with diplomacy. It makes a big impression if two leaders are on a stage and one is in a crisp, perfectly fittest suit and the other looks like they didn't have time to iron.

the thing is these depowered mutants, some of them may not even be in a proper state of mind or dont event want their abilities, its a much more complicated issue but also a massive victory over the decimation, a duel to the death to uplift that choice is a bit too much (metal as fuck thooo) but It does at least create a process for them

I dont know why but those kids calling Wanda "The Pretender" is literally the funniest thing ever, like I can only imagine how they gonna act once they eventually come into contact with her. HoM really ruined the way mutants see her and its so sad/ funny

Like, I can understand the position of the Council. "You are a perfectly sane human. And you want us to put you in the queue ahead of dead people? You can already show us that it's worth it for Krakoa."

The method to do the test is, however, obviously savage for us but I can understand how they reached that reasoning.
