The Event Leviathan was suppose to decimated all the intelligence organisations in the DCU yet the Super Human Advance Defense Executive along with International Operations were not mentioned in the whole story,why was that ?

I believe in the Gotham City Monster mini series Frankenstein mentions that SHADE has been destroyed by Leviathan so he is now out on his own. So SHADE was just destroyed/teleported off panel.
