    I've only seen the original appearance of the Cybermen and then their first appearance in the 21st century continuation of the show so that's not a lot to go on but, based on that, they don't seem to be nearly the threat that the Borg are. To my knowledge, the Cybermen don't even have time travel. Again, I may be missing a lot of information.
    Power with Girl is better.

    borg is more adaptive and would destroy the cybermen and convert them

    The Cybermen have defences they can't overcome - like flying, don't have flesh to quickly convert and can snap necks easily. In the far future they have drones which are flying human heads, which fire missiles at people.

    The Cybermen have different versions all over the timeline, and range from being basic tin can robots to a handful being dangerous enough to merit destruction of a planet.

    Some versions of the Cybermen are too weak to merit assimilation, while others would assimilate the Borg. Which... Actually, I'm not sure that the Borg would try to fight assimilation from a stronger entity.
