it hasn't been explained on panel. Nothing remotely concrete has been said about so called mutant magic actually. With Rictor, his powers were out of control one issue, fixed via unknown apoc methods, then apparently upgraded via unknown druid (?) methods. Nothing has been explained on panel.

rictor's powers were increased by draining the mutant remains and its power, and then when in outherworld they were increased, since the gate is established it show's hes probably increasing his powers from that

Yeah it's very confused imo. Even if you take into account the data pages it keeps being confusing. Like he took power from a crystal but now? Tini should take some time to explain better this magic stuff.
