The statement "This Takes Place..." is not the same as "This Taking Place Actually Creates Stronger/Evolved Offspring..."
If anything, it could make the offspring weaker. We know that mutants had to put a wall up not to be overrun. We have seen nothing that actually suggests that mutant genetics entering their gene pool would not weaken it over time.
