Yes, originally Wanda tapped into a big source of magic (with Vision holding onto her) and used it to make herself pregnant with children who would take after her and Vision. But when they reincarnated the twins in "Young Avengers" they couldn't make one of them take after the Vision, because they already had a kid version of Vision on the team. So they made him a younger version of Quicksilver instead.

Ya know all things considered despite a fucked up origin Billy and Tommy turned out alright. Stable Relationships, Control over powers, consistent friend base, they learn from mistakes, their doing alot better than mama dearest. Potentially demonic souls, and android innards aside their well adjusted.
