First, when Scarlet Witch offered to give mutants their power back Cyclops refused, Second, all it requires is a person dying to be reborn. The Crucible is a ritual created by Apocalypse to indoctrinate mutants, it's unnecessary. Blame Apocalypse who created it and the Quiet Council who made it law.
