I think Spawn has a pretty cool rogues and Invinscble and Savage Dragon are close seconds? Which superhero has the worst?

Best: Savage Dragon
When it comes to sheer numbers, Erik Larsen was certainly creative with his villains.

Worst: Shadowhawk
After he gets through with them, most of his enemies are out of commission (i.e., crippled).

Invincible.

Angstrom Levy, Conquest, Robot and Thragg are fantastic villains. Some of the best I’ve seen. Kirkman has some flaws here and there, but he’s certainly good at his villains.

I agree w. Savage Dragon & Invincible.

I think part of that is, both Larsen and Kirkman borrowed liberally from villains attached to various MU/DCU characters, creating homages while adding their own twists to keep things fresh, as well as creating original villains. It’s made for a winning combination in each case.
