Cyborg has the mother box so that might actually count now
Naomi might count, if you consider alternate reality based powers as cosmic that is"It's fun and it's cool, so that's all that matters. It's what comics are for, Duh."

Are kryptonians considered cosmic level? Because if so, you have characters like Val Zod and Calvin Ellis. Now in terms of characters that's currently being written, that's a different story.

Cyborg SHOULD be cosmic level because of his connection to the Mother Box, but writers are more interested in making him Darkseid's slave or the 'am I a man or machine' narrative/angst.

The sad thing is that DC is much more known for their cosmic level characters/threats than Marvel, so for Marvel to be ahead of the game than DC really shows how behind DC is.
