Well, Jean probably won't live enough to see the hot death of the universe like Franklin did, for starters.
Also the entire Marvel universe as it exists today is Franklin's creation... basically, he's God.
It is hard to say who is the most powerful mutant, but I would say that Franklin is definitely a contender. According to Hickman's script (you can find it for House of X 1 ) the omega mutants are the most powerful mutants on earth. So Jean, Storm, Magneto, Iceman and the rest are among the most powerful mutants due to their omega power.
Franklin is a mutant but it is hinted that his powers may allow him to access the godpower but that story is still in process so we are not sure yet what it means (if anything).

In the story of CC, the phoenix is responsible for keeping the universe in circulation. The universe itself is a living thing, and the phoenix is a collection of all living things.
CC has said he envisions the x-men ending with jean coming back to life at the end of the universe, kissing wolverine, and then lighting up the big bang to create a new universe.
I think X editorial now tends to describe every Omega level mutant as one of the most powerful mutants on the planet...
I mean, they might not even tell you that Franklin or Jean is more powerful than Iceman or Elixir.

Franklin has always been one of (if not the) most powerful things inexistance.
In the possible future shown in Earth X, he becomes Galactus. In another future Galactus becomes Franklin's herald.

I wonder why Prof X is not an omega level whereas Jean is.

Shouldn't Jean be an omega for telekinesis and not telepathy?
Telepathy should be Prof X.
Jean has consistently been referred to as a "world class" telepath, and throughout the 80's and 90's she was the "second most powerful" on the planet around the 00's she started being referred to interchangeably as the "strongest" telepath on the planet. By NXM, she was consistently referred to as or stronger than Xavier, after her death is where things got a little muddy, but currently she's moving back into that role.
