Yes, he absolutely is and it feels like he's been so since his inception, here's a guy who was creating whole universes casually as a kid.
What if he only wished to be a mutant because as a kid he thought it was cool to be one?
Boy can create a universe in his hands, giving himself an X-gene would be easy compared to that.
I feel Matthew Malloy would have had Franklin a little shook, frankly though their both annoying little deus ex Ma hina type characters with few redeeming qualities.

Scarlet Witch? Nate Grey and Legion were the closest to Franklin, with Big Nate at the level where he could kill Franklin if he acts first since he is a better telepath - but while it would be fun to think of ways he could win, Franklin has a lot of feats he doesn't.
Franklin still has the body of an ordinary teenager. It is much easier to kill Franklin than Exodus or Iceman even though Franklin is more powerful.
Franklin feels like he is being depowered in the comics and they want to elevate his sister who is now one of the smartest people in the planet. I don't know why exactly they are trying to take away Franklins powers or whatever it is they are attempting but I actually really like Franklin and hope he stays as number 1 strongest. Maybe it is they feel he's too strong to be relatable but I disagree
One character who rarely gets mentioned (probably because he is not consistently at the level of those guys) is Gambit. Gambit is an omega level mutant who purposely dampened his power for fear of it getting out of his control. At his full power he was able to destroy an alternate realities Phoenix. I hope we get to address this more because I feel like when we have discussions of omega level Gambit deserves to be in there. At his peak he can fly, control kinetic energy at a molecular level, he has control of temperature and motion and gravity and potentially even magnetism, he is able to self heal and explode things with a look, and best of all he can time travel. If Gambit is ever written correctly again I feel like he needs to at least be above Ice Man and Jean and Magneto.
That's not what the Omega classification is about, though. It's purely about power output and nothing else.
But it's extremely telling that at least twice now in post Secret Wars, we've had two futures of the end of the universe where Franklin is indeed one of the last beings left. Surely there must have been countless battles along the way, even as a teenager. That makes him much tougher than Exodus and Iceman in the long run, and is likely tied to his powers.
This is way i never like the idea of "destiny" futures, every good or bad future for the main continuity should be achieve if certain conditions are.
In other words, at every moment in time there should be a collection of possible futures.
About Franklin, he is the strongest in the current continuity or more precisely, he will become the strongest.
