1. Should be kid friendly from any comic, from Rebirth onwards.
2. Can be movie or TV inspired. (Yet no actor likeness).
3. Suggest never made figures. (so none "exactly" like these).
4. Have lots of fun suggesting some crazy Mystery Accessories.

I mean, do I even have to say it?
As for accessories, we need a ton of different colored batarangs, her bo-staff, and some goop!

Cool list harpy!
Bluebird, especially because of her big taser guns, which seem very toyetic.
Batman Beyond.
Red Hood.
A sexier looking Nightwing.
Batwoman.
Cass Cain.

- They are OLD toys (last wave 2010) now, meaning out of print, probably more expensive now than what they were when they were newly pegged in Walmart and Toys R' Us, so no, I am going to suggest who I want, who I'd find worth less than ten dollars in today's Walmart Superstore action figure aisle.
Catwoman (purple dress)
Penguin (Blue Tuxedo, Super Powers style)
Riddler (green question-mark riddled tights)
Batgirl / Barbara Gordon
Harley Quinn
Grocery store exclusives. Only at stores like Safeway.
Comes with Hostess / Mystery Accesories!
Fair enough. It can be a same character yet try to suggest something different about it.
Just like the 10 year old Joker figure had a purple suit / smile. A new Joker can have a green suit similar to the color of a Hostess Apple Pie package and a look of awe on his face at the sheer deliciousness at hand. Another example is Batwoman. The 10 year old Batwoman has plain hair versus the new figure that's different because its CW tv inspired hairdo makes her look that much more fabulous.
The concern is that some collecttors will not buy what they already have. It can affect sales and end this toyline. So try your best to suggest something different.
A huge "Hall of Justice" collectors case! Like Kenner's classic C3PO collector case. Fits a bunch of figures!!! Have a hand space for kids to carry it around. Can sell it many times, in many repainted colors, or different front facades. Classic cartoon white, or yellow colored Kenner Super Powers playset homage, or a Young Justice tan cartoon color with a diffrent front sculpt facade, or Scott Snyder's 6th Dimension House of Justice different front sculpt facade. Start with classic Super Friends HoJ to get the nostalgic Gen Xers + Millenials by the many millions!
.
What I did was try to suggest characters based on the toys they already made (meaning they have the models for them...so they would just have to sculpt a new head...and maybe a cape).
If you already have Batman, then:
Batzarro
Owlman
If you already have Nightwing, then:
Black Spider
Cluemaster
Riddler
(Nightwing's body form is the most generic.)
I'm sure I missed many characters. I can't think of any other characters for Joker of Robin.
As much as I would love Penguin, he would be a new sculpt.
Eventually, we will have Superman and Flash too. They will be good models for other bat-characters.

Slade Wilson, without mask, as I am quite sure most Deathstroke / Slade toys has his fully costumed masked appearance.
However, Slade, without mask, so package can just call him "Slade Wilson" or "Slade" without the "Deathstroke" to spook the toy shopping kids.
