    Batzarro
    Owlman

If you already have Nightwing, then:

    Black Spider
    Cluemaster
    Riddler

(Nightwing's body form is the most generic.)

I'm sure I missed many characters. I can't think of any other characters for Joker of Robin.

As much as I would love Penguin, he would be a new sculpt.

Eventually, we will have Superman and Flash too. They will be good models for other bat-characters.
You are suggesting some not popularly irrelevant today C-D characters, before all the A-B characters has been released.

I am suggesting more villains for the heroes to fight.

What I mean, is that I believe I find Penguin, Riddler, Two-Face, Harley Quinn, Poison Ivy, Scarecrow, a few others you know as Batman's top-tiered foes, more essential to come in first before other characters, down the tiers.

If you wanna mine up some characters who hasn't been figured yet, why not someone whose got some relevance as a threat to Batman, today, such as Professor Pyg?

    Yeah, those would be great.

Each would require new models to be sculpted and new molds to be cast for mass production.

The characters I'm suggesting could use existing models/molds and should be more cost effective for Spin Master.

JSA Batman with "JSA seat" as a Mystery Accessory, helping to sell its other DC line of figures. Stargirl (or Starman) from the new CW show - can come with a big JSA table - in the "Mega Gear" deluxe package. Other JSA single carded characters can each come with a seat: as a Mystery Accessory. JSA Batman can also be repainted / resold in his own toyline (yet still have a JSA seat to help sell the other DC toyline as well).

Economically using the same fuselage you can make a nice big classic bat jet and invisible jet. The latter can be eleased in the regular DC line during Wonder Woman's 3rd movie. Just repaint tue fuselage and swap for new (bat) wings.

Here's an even good-er idea. GUEST STARS! Over 80+ years worth. Actually more.
Since the Joker figure already made much of a standard suit figure, so much can be made. Thomas Jefferson who unleashed Barbatos (of the popular "Metal" comics) can be made! Any other President that ever appeared in a DC comic can be made for the DC United line too! So any historical figure would be cool. Just a fun way to make figures, like the bygone "Accroutrements" toyline

Just gotten myself my favorite Bat-Nemesis, Killer Moth, and it is awesome. Come on, Riddler and Catwoman!
