So, Ahsoka is coming to live action

Considering Ahsoka has orange and white skin and a giant horn thing instead of hair, how the person playing her looks in real life doesn't make that much difference. But Dawson has apparently been a fan-favorite for the role for a long time, and there may be a thousand reasons to pick her over Eckstein we don't know about. I've no complaints about the choice.

Do we know for sure what is on her head? Is it hair, a hair covering, fleshy protrusions, "a horn thing...?"

It's basically horns on the top that go down into the 'head-tails' like the Twi'leks. She also has a small headband but everything else is all 'natural' Togruta stuff.
