Doctor Manhattan's nigh-omniscience has always been limited to his own perspective/timeline. The Mobius Chair might grant him access to the timelines of every living being that has ever existed. Given how many alternate realities Manhattan has spun from his own timeline, I'd say the Mobius Chair will keep him busy for an extremely long time.
