Ugh. That's not really the side of Jimmy Olsen that is appealing. That guy in the Supergirl show is too much of an obvious quarterback hunky-type for me to buy him as Jimmy Olsen. If there isn't a bowtie, freckles, and ludicrous hijinx, then that's NOT the Jimmy Olsen I was talking about. That guy in the Supergirl show would not make it onto my top 100.
So I will leave him off of this particular list. When we have a list of top 20 DC characters, though, he will absolutely make the top 5.

I agree with everything else you said, but Jimmy Olsen was a card-carrying reserve member of the Legion of Super-Heroes! He even had powers, as Elastic Lad!

I'd say that absolutely qualifies him as a super-hero! You could put him on the list right now if you wanted! If I ever get around to making one of these lists, I will too. I mean, I'm not gonna do it right now, but only because the sheer number of twenty characters is kind of staggering to me, and I have a really hard time putting together any list at all at that size!

I love the Nightwing and Flamebird in Kandor stories! Jimmy Olsen # 140 was the first Superman comic I ever fell into, and it reprinted multiple stories of Jimmy with Superman in the Bottle City! It just seemed so wondrous, so beautiful, and just a little bit tragic - a whole series of stories where Kal-El can almost go home to Krypton!
Maybe it's the fact that Jimmy was responsible in part for my falling in love with comics to begin with, but there's just an absolute joy I get from him, and from seeing these old panels.
