I still think Cyborg is the most likely contender. The Green Lantern franchise is likely gonna be an ensemble/buddy cop thing. So even if he ends up being prominent, unlike Black Panther and Blade John won’t be the lead of a solo franchise. Vixen and Mr. Terrific don’t have the right level of prominence and have underdeveloped worlds in the comics.
Cyborg is reasonably well known, has a strong connection to team franchises, and has enough of a mythos to craft a trilogy. The only issue is his ugly design and weak personality, but DC could just remove the face plate and put him more in line with his cartoon iteration to even him out.
I see no reason why he can’t be that bridge between the Titans and League while having his own trilogy with rogues like Brother Blood (pre-Trigon worshipping version), Professor Ivo, Technosapiens, and Grid/Technis. DC basically had plans to do something like that with Dick. Bring in Beast Boy as the Black Widow to his Captain America and build him up as this all-American tech champion with connections to the military via STAR Labs.
Black Lightning is another strong candidate since he has his own world as well but he might be considered a bit too street level to warrant a cinematic presence in a solo film. I wouldn’t be surprised if he was made leader of the DCEU Outsiders though.

I think GL will be treated like the MIB franchise, with John being the more prominent lead, like Agent J.
I can only see Vixen as a silver screen lead if she's the center of a Justice League Dark film. Unless a unified DC universe really takes off, which doesn't seem likely, I don't see street-level heroes besides, arguably, Batman getting a $100+ solo film, and I don't just mean black street levelers either.

I hope I'm wrong but I don't they're going to have one, I don't think any can have a solo film. Pretty sure they're not gonna wanna touch Steel, John is most likely gonna share his movie with the other lanterns. Cyborg is scrapped until they reboot the universe and even then I don't think they're gonna give him one. BL already has a series and DC doesn't care about Vixen enough to dedicate a movie to her.
