For those not in the know; Jason Todd here hands over the Iceberg Lounge to Suzie Su (and her sisters), no strings attached, so they don't have to work for their crimelord father anymore. He gives them a way out of the criminal life. A second chance, leaving their fate in their own hands.
I am bending the rules a bit. Rather than a comic, I would refer to an episode of an animated series. Batman Beyond, Season 2, Episode 12 "Babel." Shriek has developed a device that renders the speech of everybody in Gotham into gibberish. He demands that Batman (Terry McGinnis) turn himself in to Shriek in exchange for the city's sanity. Far too many of the Gotham residents consider that a good deal. In the cave, Bruce, disgusted, tells Terry "I wouldn't blame you if you stayed home. Not after what all those ingrates have been saying." Terry replies: "I didn't get into this for gratitude. I have a feeling you didn't either." But that isn't the real hero moment for me. It is at the end. During a period when the machine is operating (so Terry and Bruce cannot talk to each other) Terry figures out where Shriek is and goes to take him down. After the fight, he returns to the cave. Bruce asks: "Tell me, what if you hadn't figured out how Shriek was using the towers? Would you have handed yourself over to him at midnight?" Terry avoids a direct response: "In case you haven't noticed, we've got a suit to repair here."
