It's hard to know with Trump how much is his dumb luck and how much is deliberately dumbed-down. It seems to work for him--it's his Peter Principle--in that whatever thing he's been doing has paid off allowing him to go further until now when he's reached a level of such incompetence that it's cost thousands and thousands of lives.
With his rambling non-sequiturs, I remember an analysis from 2016 that said this worked for him. His ellipsis meant that people had to fill in the gaps for themselves--so they could imagine whatever seemed the most intelligent thing to them--and their memory of what he had said included what they thought he was saying.
Also, his manner of speaking is more like how people actually talk. We don't talk in organized sentences. We ramble and leap from one topic to another. His way of speaking doesn't sound artificial--it simply sounds extemporaneous. So people feel like he's connecting with them on a human level. Whereas Barack Obama speaks like a great poet, in beautifully constructed phrases that make him seem like something beyond all of us. And for a certain demographic that's off-putting.
In TO KILL A MOCKINGBIRD, when Atticus Finch speaks to some folks at the trial, they feel insulted by his way of speaking, as if he's mocking them by using such formal language.
