Probably Garou. Pretty certain he's faster and hits harder in his final form I think.

Regenerates as well, arguably more skilled in terms of actually having demonstrated overcome more powerful foes.

Not an easy fight for him but I think he can do it.

Yeah I'm inclined to think the same. Although Mereum does have that "barely surviving a nuke" thing going for him. That is a pretty good durability feat, even with how bad it messed him up. There are probably One Punch heroes who can bring that level of firepower, but I'm not sure Garou has that level of output.

Then again, Netero was able to cause some superficial damage with his strongest attack, right? And unlike Netero, Garou really doesn't slow down as he gets tired. He just keeps getting stronger the more he pushes himself.
