I can see following options.

A. Full coincidence and he has the three fingers and toes naturaly together with teleportation powers.

B. It's only supposed to be the costume, but the artist didn't always remember it, leading to the toes and fingers spreading more than they should with just the costume.

C. The allready mentioned possibility of body modding to resemble his idol.

However in the later case, there is the possibility that he simply paid Masque a visit, who might actualy be making bank these days giving Krakoans a more "mutant" appearance if they desire.
