Plasticman, Mr. Fantastic, Elastigirl even Luffy from One piece. They are all heroes. Where are all the stretchy bad guys?

Marvel has The Super Skrull.
The Maker, a big time evil Reed Richards.
Mr. Abnormal, he fought Spider-Woman.
Anaconda, at least her arms.

DC has Backlash, a member of The Aryan Brigade.
Elasti-Man, a villainous counterpart to Elongated Man.
Rubber Maid, a forgotten Doom Patrol villain.
Madame Rouge, a not nearly as forgotten Doom Patrol villain. I believe she has a daughter w. similar powers.
Bryce is a small time hood w. stretchy powers.
Malleable Man, got his powers the same way Plastic Man did.
Crush, she’s a stretcher that might be considered a villain.

And there's Rubberneck, a villain created as foil for Plastic Man on Batman: The Brave and the Bold.

I don't know if this counts, but the Rubberband Man (DCAU) started out as a villain before turning over a new leaf and joining Static (DCAU).
