    So what was so special about the DC comics coming out in '84 that prompted this promo slogan on all the covers?

    It's because of the New Wonder Woman movie ! It's entitled Wonder Woman '84. It happens during the cold war in 1984.

    DC found themselves gaining readers and popularity with Titans, Swamp Thing and Legion and were launching more new titles than before, while leading up to their 50th Anniversary and Crisis on Infinite Earths.

    Almost all the house ads at the time also had the slogan on them.
