Batman '66 #4 - The Hatter Takes the Crown; The Clock King Strikes
Batman and Robin head to 1960s London to take on The Mad Hatter! When the Caped Crusader hears that hats are being stolen from England's famous Beefeaters, he knows it can only be the work of Jervis Tetch. But something's also amiss at Big Ben. Could the Clock King be up to his old tricks?
There are a bunch, but the one that immediately comes to mind is "Miss Jimmy Olsen" which I read in an old Giant--that I had got as a back issue about fifteen years ago--but it was originally in SUPERMAN'S PAL, JIMMY OLSEN 44 (April 1960) by Robert Bernstein, Curt Swan and Stan Kaye. I don't think I ever laughed so much reading a comic book.
There were a lot of issues of the Giffen/Dematteis League titles, (JLA, JLI, and JLE), that were among the funniest comic books I've seen. The JLE issue where the team is taking French lessons alongside a team of loser supervillians who don't really pose a threat to anyone. One where Blue Beetle and Booster Gold try to...er...be heroes and blow it big time, forcing Batman, Fire, Ice, and Guy to save them. The origin story issue for Power Girl's cat in JLE.
The Heckler could be quite amusing, another Giffen title. There was an issue of Hitman where he and the gang go to a zombiefied aquarium.
Not comic but moments...
The moment Damian declared he's vegetarian after running through a slaughterhouse and adopting a surviving cow that he named Batcow in New 52 Batman Inc #1

The first three years of Impulse was a lot of fun.
Hitman had a ton of laugh out load moments for me.
Major Bummer was also a blast.
