What are Rebirth Cheetah's best feats? Save for speed, she seems drastically underpowered here.

I don't know for sure but it sounds highly questionable.

With Cheetah being a WW opponent, the speed factor alone seems to make her more than a match for standard Thor. Then again, though I haven't read many stories with her in them, I get the impression that she's all over the place. By concept, someone would get the impression she's more of a Tarzan level opponent but she fights WW and then wipes the floor with Superman although I suspect that one is high end for her versus at least not high end use of powers for him.

Once again, we've got a guy who, at the current powerlevel, has existed for all of a part of 3 issues. I don't know how we can downgrade feats when there isn't anything to contradict them. It's not like the feat is "stomped a universe buster" or even "stopped a universe buster" - it's "slowed one down so that Galactus can finishing going Super Saiyan so the two of them can fight the thing." It's impressive because it's a high level of power to even accomplish that, but it's not out of reach for a character explicitly stronger than Odin.

You think it's legit that Odin level + a Herald's power can slow down a universe buster. Pen didnt. A Mod got involved.

So how does Cheetah even hurt Thor, a guy who can chill inside the autofire atomic bomb factory of suns?

Is she Class 100 strength? Are her claws adamantium sharp?

I seem to dimly remember her being like Sabertooth way back when....
