Devil's Due was just crossovers with G.I. Joe all of which suck.
    Dreamwave was absolute trash.
I haven't read IDW version 2.0 yet and currently have no plans to due to lack of money and lack of interest in what is IMHO telling the same old origin story of Optimus Prime, Megatron, and the Autobot and the Decepticon war.

Great list. If it's not too much of a problem, I would like to add Nemesis Enforcer (still a fan of those forearm blades):

The VALIANT characters have a few good ones. Although no one character has a real deep roster.
The current best rogues gallery at VALIANT I feel is:

Shadowman: Master Darque, Baron Samedi and The Brethren

I love me some X-O, Ninjak, Bloodshot and Rai but I think Shadowman is the only one with at least a top 3.
Harada from Harbinger is like the Dr. Doom or VEI meaning he threatens most heroes at some point. Similarly Project Rising Spirit is a bit A.I.M in nature, not really assignable to any one rogues gallery.

    Another favorite would be...

    Jeff Smith's Bone

And the Rat Creatures are the rogues gallery for Fone Bone & his friends:

IIRC, one member of Dredd's rogues gallery would be...

    Judge Death

Teenage Mutant Ninja Turtles have a decent rogues gallery. They’ve been rebooted so many times in both comic and cartoon form I lost count ages ago, w. every iteration adding to the better known villains that carry over.

    Shredder/The Foot Clan
    Karai
    Tatsu
    The Krang
    Triceraton Empire
    Baxter Stockman/Mousers
    Fish Face
    Snakeweed
    Chris Bradford
    Rocksteady and Bebop
    Tokkar and Rhazar
    Mr. Null
    The Rat King
    John Bishop
    Hun/Purple Dragons

There are tons more I can’t even name.

According to this wiki/website, he's made 16 comic book appearances:

    Usagi Yojimbo:

    Lord Hijiki
    Neko Ninja
    Mogura Ninja
    Kormori Ninja
-they are three separate factions and will fight each other or Usagi
    Toady
    Jei
    Lord of Owls

And a few other who sometimes help and sometimes work against Usagi.
Zato-Ino (although his story gets resolved early on)
    Chizu
    Kitsune
    Inukai
    Yagi (lone goat and kid)

Another favorite would be Doberman from Kevin Maguire's Strikeback! (1994/1996):

Ugh, how have we missed Godzilla in this? He has a large rogue's gallery.
I think restorative nostalgia is the number one issue with comic book fans.
A fine distinction between two types of Nostalgia:

Reflective Nostalgia allows us to savor our memories but accepts that they are in the past
Restorative Nostalgia pushes back against the here and now, keeping us stuck trying to relive our glory days.

One might even say, his is the largest.
