It always depends on the artist in comics and in the movie it varies.

In Batman Begins they are one piece, but in Dark Knight they were two pieces because Bale couldn't turn his head.

In the Animated series it was one piece and it had an amazing dramatic effect. But I always wonder if a villain tugged on the cape; they could literally tear Batman's head off

I could swear there were a few times where he was able to disconnect the cape and cowl in B:TAS.

He may have in some episodes; but I can't remember but in a lot of the show his cape and cowl were depicted like this:

It looks really cool as one piece; but when it comes to functionality I think not.

In Mask of the Phantasm Alfred hands him the mask after he has already put the cape on. And in the episode where Gordon is show he throws the mask down a bottomless pit in the cave without touching the cape.

Usually it's whatever the writer or artist needs.

You want Batman to "hang up the cape and cowl", or to tease his apparent death at the hands of a madman by having Nightwing clutch the cape and cowl, or it strung up in effigy or caught on the metal bars and jagged glass of a broken building? It's all one piece.

You want to hype up Batman's armor and how it actually works? Tends to be separate. You want Batman to combat a Bane-like powerhouse who grabs him by the cape, and he flicks a switch and it's detachable! Foiled! Separate again.
Retro315 no more. Anonymity is so 2005.
