Depends.

Normally I’d say yes, but if they are closed circuit (no external internet or WiFi connections), she can’t.

I’d give it to The Major more often than not due to being quicker, but the T-800 is arguably more durable.

All of the Majors guns have crazy anti cyborg rounds in them, its rarely mentioned because usually the gunfights are with not full bodied cyborgs but she's going to tear Arnie apart. She xan also probably tank his strength as well

Major comes from a world where anti cyborg/robots is the norm and she is good at her job.

Arnie is a enemy of humanity from a robotic line that got defeated by rag tag defenders of humanity.

I doubt she can remote hack him as terminators are not wi fi, but she is faster and guns that terminate him easily.

Also I think she is tougher than T1 model. 2 and 3 more upgrades but she can still win, 3 had option to mini nuke but he needs hands and a head to do it, those guns would fix that.
