Is there a smaller Power difference in Rebirth between Characters?

Hello,
one thing which I noticed is that in Rebirth we have examples where a less powerful being defeats a more powerful being:

YJ Cassandra defeats Despero who is classified as being one of DC most powerful Villains-Telepath
Diana defeats Phantom Stranger

3 Encounters where I would have said that the other one easily defeats the other one, but in Rebirth its reversed..

As always, it's more about how much the writer likes the character. DC has always had weak editorial control over this sort of thing and Rebirth is no exception.
