Yeah, his outfit provides elemental protection. It was a plot point that most of the Rogues' costumes were specifically made to protect them from their own weapons. They have a really good tailor. It gave them a notable advantage against other goons who had copies of their weapons but not costumes.
I recall Weather Wizard pretty casually deflecting a lightning bolt with his hand on that fight before he started bursting people with tornados in their small intestines.
The Rogues (and Shocker, for that matter) usually try to kill as few people as possible. Herman's a little more serious about it, as the rogues don't shy away from killing when it is personal. But when they do take the kid gloves off, they are deadly.
